Proper Use of Scooters, E-Bikes, and Other Motorized Vehicles on Public Property
Draper Police Department receives frequent calls reporting improper use of scooters and other motorized vehicles, primarily by juveniles. Officers have responded to 13 accidents involving motorized scooters or similar vehicles since June 2024.
Recently, an accident occurred when a juvenile was speeding and lost control of the scooter, hitting the sidewalk. The juvenile was not wearing a helmet and was injured pretty badly but fortunately avoided a potentially fatal head injury by inches.
This week, an officer attempted to stop someone operating an e-motorcycle illegally near Corner Canyon High School. E-motorcycles are categorized as off-road motorcycles and are not allowed on public property. The person fled, driving recklessly on the sidewalk. E-motorcycles are a growing problem at City parks, causing vandalism by tearing up the grass.
Draper PD asks for the community’s help to keep kids and others safe. If you are a parent or guardian of a juvenile who operates a motorized scooter or other vehicle, please teach them to follow the law.
Since many different types of motorized vehicles are widely used, it can be challenging to sort out the laws that apply to each. Attached is a quick reference guide to the legality of various vehicle types. Reviewing the entire Utah Code, Title 41, Section 6a is recommended for a complete understanding of the law.
Following are some common issues in Draper that when not followed, increase the risk of injury and can result in a citation.
- Always yield to pedestrians. Give an audible signal before overtaking and passing pedestrians, especially on sidewalks.
- Do not carry more passengers on the vehicle than it was designed to carry.
- Follow legal speed limits.
- Motorized vehicles are not allowed on grass at City parks, facilities, or other public spaces except motorized disability aids, per the Americans with Disabilities Act (ADA).
- It is strongly recommended to wear a helmet and other protective gear even when not required by law. Draper Fire Department’s emergency medical responders advise that injuries are significantly reduced and recovery is faster when wearing a helmet.
